In reply to Your Excellency's despatch No. 30 of June 29th, I have the honour to inform you that I have transmitted a copy of the petition enclosed therein to Dr. Kan Chieh Hou, Inspector- General for Foreign Affairs and I have reiterated that a branch of the Chinese Seamen's Union in

Hong Kong cannot be contemplated.

With reference to the 3rd paragraph of Your Excellency's despatch under reply, I have the honour to inform you that the terms of your despatch of April 24th were communicated to Dr. Kan Chieh Hou

on May 7th.
